The first rubber balloons appeared in the early 19th century, and other types of balloons had previously been mentioned in the literature. Not sure which metric to use to determine the point at which they became popular for decor, so I'll be picking the late 1980s. At that time there was a critical mass of professionals using birthday balloons and the first professional balloon art conventions appeared. So there was clearly a demand for it.
